Estimated Exchange Rate Opportunities Generated by the COVID-19 Pandemic in Romania in 2020
Dr. Ştefan Ţălu, Assoc. Prof. PhD., The Technical University of Cluj-Napoca, Romania
The purpose of this study is to evaluate the impact of COVID-19 pandemic in Romania in 2020 over the estimated exchange rate and also identifies the magnitude of the depreciation of the national currency at the end of 2020. Appreciating the economic impact of this epidemic, as well as a worsening of the macroeconomic situation in Romania, accelerated starting with October 10, 2020, it is estimated that these negative effects will be felt until the end of 2020, when the EUR / RON exchange rate can reach the threshold of 4.9295 RON. In this fiscal context, international investors began to prefer investments in safer assets, such as gold, which recorded the highest price in the last 7 years.

Challenges and Competencies of Leadership in Covid-19 Pandemic
Nazarov Dmitry, Ural State University of Economics, Yekaterinburg, Russian Federation
The objective of this article is to evaluate the impact of the COVID-19 pandemic on the challenges and opportunities for leadership. In conclusion, organizations need to apply measures to demonstrate a positive attitude of protection and care towards their employees, to adapt to new work schedules, and to build effective team relationships despite challenges. During this critical period, the leader should select the style of leadership that best suits the characteristics of this health situation, the subordinate, and the requirements of the job, so that, when necessary, he can take concrete measures to harmonize them with the tasks. At the same time, the leader must train and inspire, by his example, all subordinates by setting challenging goals, seeking improvement, emphasizing excellence in performance, and showing confidence that subordinates will work to high-quality standards. Also, we note that men leaders have superior competencies to females as leaders, especially in information technology skills. Leadership can be created by leaders with high skills (cognitive, functional, and social competencies) who can overcome challenges and take advantage of new opportunities to build competitive advantage strategies within the organization and to adopt change.

The Impact of the COVID-19 Pandemic on the Relationship Between the Asian Development Bank and Vietnam
Tran Thi Thuy Dung, Law Institute, Peoples' Friendship University of Russia, Moscow 117198, Russian Federation
Vietnam has been controlling the COVID-19 pandemic dramatically. However, the COVID-19 pandemic outbreak has brought unprecedented challenges that are expected to impact Vietnam's socio-economic development in 2020 significantly and in the next year. Facing difficulties caused by the COVID-19 pandemic, the Government of Vietnam gives priority directions for socio-economic development. The foreign policy received more attention after an extended strict closure. In particular, Vietnam highly values the relationship with the Asian Development Bank (ADB). Both sides are proposing development solutions to enhance the relationship between Vietnam and ADB, to implement ADB's Development Strategy until 2030 to be more relevant to the current situation.
